Hi Alica, You are right that basically the load balancing doesn't work properly when there are very few servers. Surely Taiwan must have more local users who can contribute.
Other than getting more servers in those countries it's not clear what a good solution is. One thought I have had is to make a country get servers from the global pool for some of the sub-zones when there are less than X local servers, so for example 0.pool.ntp.org is served locally, but the others are not.
