I guess, what Leonard said would be: Type42 font format does not require to preserve "OS/2" table, so PDF or Type42 embedded font cannot convey the permission info. Although PDF is new technology and I wish if it can hold such info, the lack of such info in Type42 is reasonable, because it might have been designed when most TrueType didn't have OS/2 table.
I will check if there is more appropriate way to convey the info.
