Let me clarify this: as part of LibreWolf's anti-fingerprinting, it defaults to forcing use of en-US. The idea is that everyone looks the same by default. Like, if you're the only Thai person using a website, it's pretty easy to finger you even if you changed your IP for example.
You can turn it off. in about:config you can turn off privacy.resistFingerprinting to false - this will turn off anti-fingerprinting, but then you can turn it back on with specific things enabled:
privacy.fingerprintingProtection.overrides and then in mine for example I have: +AllTargets,-CSSPrefersColorScheme
because i want dark mode. +AllTargets turns everything back on, but in this example, -CSSPrefersColorScheme disables LW's forcing of light mode (note the minus character instead of plus).
I don't know what one it is for enabling change of locale but you can check upstream documentation about this.
yeah, then in about:config i think you just set intl.locale.requested to whatever you want e.g. de-DE (I have mine set to this, despite being British, because I just love the German language for like, no reason)
see also, if applicable to you: extensions.getAddons.langpacks.url you should probably check documentation to confirm this. but yes:your current problem is the result of an intentional design choice in librewolf.
