i dunno what the underlying issue is, but the only time i looked at what was actually in the librewolf source tarball, i realized that the consequent size difference from a regular firefox tarball (eg ~200Mb more iirc) was mostly localisation source, so it would be nice if they were shipped to the end users and made available :)
I think it's just because they change the UI so much. They make a lot of changes to the UI. It's only a little team of people working on the browser. They probably just don't have a dedicated translation team.
