Is this a bug in the package then?
I have no idea what Debian does. I pretty much just adapted the firefox ports files for librewolf, cross referenced with librewolf documentation.

I don't know what one it is for enabling change of locale but you can check upstream documentation about this. yeah, then in about:config i think you just set intl.locale.requested to whatever you want e.g. de-DE (I have mine set to this, despite being British, because I just love the German language for like, no reason) see also, if applicable to you: extensions.getAddons.langpacks.url you should probably check documentation to confirm this. but yes: your current problem is the result of an intentional design choice in librewolf.
