because "permit_mynetworks" does what it is supposed to do
if you don't have "mynetworks" configured the defaults are applied

[root@srv-rhsoft:~]$ postconf -d mynetworks
mynetworks = 127.0.0.0/8 62.178.103.0/24 192.168.2.0/24 192.168.10.0/24 
192.168.196.0/24 10.0.0.0/24
