The thing is, I don't think any TLD prescreens its registrants and limits domains to spammers only. Most significant DNSBLs operate on the basis of spamtraps. If a host is hitting a spamtrap, it will be listed; if not it will not be listed. FCrDNS and other niceties are irrelevant.
