SO.. it turns out that about half of my metros cause this topology execption, and the other half dont ? Also, 10 seconds is at the low end for the times... 20,30 seconds happens all the time, with or without an index on metro. The last one I tried before writing took just over 60 seconds..
lastly, the SetSRID() is only necessary on the MULTIPOLYGONS, the POINTS will work without it
