Found the bug - the bug can be intermittently reproduced when you
associate a hotkey with *keys command.

For examples:
remapping the numberpad "+" sign to be a tab key
mapping ctrl+? to be �
mapping win+a to be shift+ctrl+0 (I have a program that accepts
hotkeys but
is not able to accept the win key as a modifier - with the other
program set up an obscure hotkey combo then have Powerpro simulate
the key press)

When a hotkey is NOT associated with the *key command - the program
functions properly and there is no loss of hotkey functions.

So when this error is produced, all hotkey calls for Powerpro are not
functional - other system hotkeys (win+l) are still functional.

Why map keys differently - well in the example of a ctrl+l being
�, it
allows for keys that are more difficult to be accessed easier.
