Yes, that is certainly the most reliable method of setting environment
variables (that method doesn't work with Windows 9x though), and is
definitely the recommended method for setting permanent variables in windows
NT+...

But for our USB drive scenario who wants to go thru all those GUI windows to
set a variable permanently on a system when powerpro is being launched from
a temporarily plugged-in USB drive :)
