I respectfully disagree... I think it's /very closely/ related :)

It seems to leave /all/ Ctrl-? combinations at their original positions.
I'll give this a try; it's an interesting thought. May be a bit confusing
at first, but since I have the QWERTY letters on my keyboards and most of
the common shortcuts are long-time burned into my neurons, this may just
work. OTOH, it could be too confusing to hit the Dvorak G key when thinking
"g" but hit the QWERTY G key when thinking "Ctrl-g"...
