Unfortunately not (yet?). I tried a number of different approaches
("shortcutbar", "OSB" etc, but it found nothing useful. Judging by
what I've learned from the docs already, I think an exact
reproduction of the OSB behavior isn't possible.
Well I've managed to put together something as close as possible
(several subbars with selection buttons at the top), but one little
flaw remains: The OSB allowed to assign a different color to each
subbar. There seems to be no matching function in Powerpro (it would
be sufficient to change the back color of the whole bar [but not the
buttons]). To do that I think I would need one of the following:

1) changing background color of a bar with a command
2) ditto with a script
3) 1 or 2, but changing the skin

Is any of the above possible? I think not, but I may have overlooked
something...
