PowerPro was started many years ago as an exercise for me to relearn C and the learn the Windows API. I never thought that anyone else would use it and so of course I never worried about programming correctly for localization. And, its one of those things that I never got fixed and so just got worse. Its now at the state where it would a lot of manual work to fix. I'm not really willing to do the work and testing to do this, and I am afraid I am not willing to release the source code for anyone else that might be willing to so do.
