PowerPro was started many years ago as an exercise for me to relearn 
C and the learn the Windows API.  I never thought that anyone else 
would use it and so of course I never worried about programming 
correctly for localization.  And, its one of those things that I 
never got fixed and so just got worse.

Its now at the state where it would a lot of manual work to fix.  
I'm not really willing to do the work and testing to do this, and I 
am afraid I am not willing to release the source code for anyone 
else that might be willing to so do.

But if you can suggest an automated approach, I'd be willing to try 
that.
