Here's the wrapper along with a build of pcrecpp with UTF-8 support (assuming the code allows for that - I only asked for it): http://homepage.hispeed-sr.ch/julp/pcrecpp_re.zip It fails your test script but it seems to work (I tried a couple of examples from the doc). I'll leave it to you to decide if the problem is with the test script or your code.
