It's a known issue. With the bar that I have, it's just a bar with a single button that's displaying the time. There is no left click command (command of "(none)" to be exact) and when it's lost it's ontop status I just left-click the bar, and it regains it's ontop workings. Maybe just add a tiny button onto an end of the bar that doesn't have a command and left-click it when you have the problem? It'd be easier that restarting powerpro.
