PProconf must _not_ be running when you drag the edge.  

YOu can enable and disable the 3d border without pproconf by
ctrl-right clicking bar and selecting look submenu, 3d frame.

Here is why it does not work if you use pproconf.
1.  You start pproconf.
2.  That program reads all current config settings into memory,
including bar sizes.
3.  You drag bar changing size, but it does not affect what pproconf
has in memory.
4.  You OK pproconf, and the bar size originally read when pproconf
started is taken from memory and restored.
