The referenced MS article says only two bytes max per character, but that does 
seem too small to me if there are thousands of characters that must be 
represented.

Can you try d2 which I have just uploaded.

Can you modify your tests to make sure that are dbcs characters in the middle 
of some test strings, including some where there are two, three, four in a row. 
 Also two in a row at the end. And if you have any three byte examples (ie with 
two leading bytes), please try them in the middle and the end.

Also pls include the strings you showed earlier which had some \r\n at the 
start, then 120 or so blanks, then some dbcs chars.
