I uploaded insctx4.zip to temp folder.
http://f1.grp.yahoofs.com/v1/8A-XSr8jf37mNcFq0k_TJWJfgFqiu6iM9hrwWaB_ktuB_9gelPMsV1WqHAVBV2gbJrbVEMMyILsNPiPFgB6z5hFMpivr/0_TEMP_/insctx4.zip

1. Unzip to convenient folder, modify flags in clfile to make 64 bit exe,
build it using clfile. Note that it is just a single c source file.

2. Move built insctx4.exe to same folder as 64 bit pproctx.dll.

3. IMPORTANT: Rename dll to pprctx4.dll (this is to allow me to ship with
PowerPro easily when we get it working!).

4. Run the exe and cross your fingers.

5. It will prompt to see if you want to install or remove. You can select
install as it always removes first.

6. It will attempt to load the dll and make sure it can getprocaddress for
dllgetclassobject. If that succeeds it will try to set all the registry keys.
It does not log, but it will produce an error message box if there are problems.

7. Since it tries to load the dll, the dll logging should show dllmain being
called (but note that the exe does not actually call dllgetclassobject so there
will be no log entry from dllgetclassobject).

Good luck.

BTW, dumb question, but is there a utility you use to confirm that the built
dll and now exe are actually 64 bit programs?
