Now I'm getting more predictable results. When PowerPro is run as an admin, the right caption to close hotkey works everywhere, whether the program clicked on is run as an admin or not, and 64-bit or 32. If PowerPro is not run as an admin, only programs also not run as admin (both x32 and x64) close when clicked on. Looks like this also helps PowerPro's hooks catch Open events on applications of different privilege levels too; as long as PowerPro is run as an admin, 32-bit apps launched either as admin or not are recognized by the Open list. Again, if PowerPro is not run as an admin, only apps also not launched as admin are caught. As expected, x64 apps are still not recognized by the Open list under any privileges, since you said that's a different problem entirely. Unless the fix breaks something else I haven't seen, it looks like you've got this problem pretty well sorted.
