There are many possible reasons for this, including broken hardware and lazy bios-coders. Hardware which is "known" to have a hidden HPET allegedly includes Intel ICH3m/ICH4m and VIA VT8237. (It runs on my ICH3m right now. No blue smoke yet.) A patch to enable your *unsupported* HPET may or may not be available somewhere down this tree: http://www.tglx.de/projects/hrtimers/ Currently, there is no way to enable the VT8237 HPET.
