See http://www.bughost.org/pipermail/power/2007-June/000467.html Some hardware has a HPET, but it is not possible to enable it via the bios. There are many possible reasons for this, including broken hardware and lazy bios-coders. Hardware which is "known" to have a hidden HPET allegedly includes Intel ICH3m/ICH4m and VIA VT8237. (It runs on my ICH3m right now. No blue smoke yet.)
A patch to enable your *unsupported* HPET may or may not be available somewhere down this tree: http://www.tglx.de/projects/hrtimers/ Currently, there is no way to enable the VT8237 HPET.
