You clearly haven't tried XFCE4 yet! Awful, AWFUL, I tell ya... (xfce4-mixer-plugin continuously uses up to 3% CPU, xfce4-menu-plugin fully occupies the CPU at random but frequent times, and other plugins are also bug-documented to use too much CPU, and this on a newish Atom) One has heard people complain after the XFCE3 -> 4 change about 4 being bloatware, but now I finally can fully relate to that. I will abandon XFCE not tomorrow but rather today if possible (pekwm, icewm or some such). This is absolute BLOATWARE that has been unheard of during decades in earlier Linux times.
