actually, no, I just verified this on my ipw2200

"6 (AC) OFF" means "power savings features are disabled"

proof:
# iwpriv eth1 get_power ; iwconfig eth1
eth1 get_power:Power save level: 6 (AC) OFF
eth1 IEEE 802.11g ESSID:"Guest"
          Mode:Managed Frequency:2.412 GHz Access Point: 00:11:BB:EF:86:32
          Bit Rate:54 Mb/s Tx-Power=20 dBm Sensitivity=8/0
          Retry limit:7 RTS thr:off Fragment thr:off
          Encryption key:off
          Power Management:off
Link Quality=76/100 Signal level=-53 dBm Noise level=-86 dBm
Rx invalid nwid:0 Rx invalid crypt:0 Rx invalid frag:0
          Tx excessive retries:0 Invalid misc:233879 Missed beacon:0

notice the wireless device is running and _on_

not sure why you're unable to write to power_level. Can you try using iwpriv to
set the power level and see if that works?
