The distros always have to set safe defaults, it is not possible to tune
everything to max power save by default. Such approach would result in 
less performance and higher latency. There will be probably always
space for custom tunings for people who needs/like aggressive power

It is interesting idea, but I think it is currently far from
being completed.

I am thinking about powertop as diagnostic tool and if it provides
tips for tunings I would like to process such output easily.
E.g. to scan through it, read the comments (containing the
recommendations/warnings about the effects of turning the tuning on/of),
uncomment the tunings I like and easily deploy it to my system.
Such approach would also allow automated processing of the reports
and cooperation with other tuning tools (e.g. our tuned).
Parsing the current html report is not easy and it is missing
information how to switch the tunings on/off. That's my opinion
