And you were supposed to do what? spin the CD fast on your fingertip? 
Still no CD drive on a 540 nor was one an internal option, ever.

Mike, you can download the universal installer for 7.5.5 on Apples web 
site in floppy sized chunks.

If you have access to another mac with a SCSI port and have the 
disk-mode cable for the 540 you can mount the 540 as a hard drive on 
that mac, and install the system from CD there.

Just make sure you select the 'System for any macintosh' in the 
installer...I managed to install the PowerPC version of System 8.1 the 
first time I tried that on mine.
