also, (ignoring for a moment that your user  is likely classic-mac based),
see <http://www.savetz.com/fax/> for a list of many services for
web-to-fax, some of which won't work via web with the old mac browsers.

Browser  version limitations of using classic macs for this may be a
problem that necessitates use of an email-to-fax solution.  A little
clunky, yes.  But there are many internet-to-fax solutions that don't need
X...
