Simple, you get a PCMCIA modem card that has the appropriate connector 
for a cell phone (Usually they're advertised as 'cellular capable' ) 
then hunt down that solid gold encrusted with diamonds one of a kind 
cable for your cell phone (if it supports it) (Most cell manufacturers, 
Motorola in particular, charge outrageous prices for these cables for 
some reason, though they can be found cheaper online)

Plug everything together, and dial out from anywhere you can get a cell 
signal. You're pretty limited in speed, iirc, but it's better than 
nothing.
