I don't know specifically how the 3400 guts are set up, but on all my PowerPCs, the CPU itself has the speed silkscreened on it. Heck, Motorola even did that on their 68k CPUs. Lift up the heat sink and you'll see something like:
PPCA603eFC100EPQ That deciphers to a PowerPC 603e at 100MHz. The A, FC, and EPQ are details about the type of chip, model, and package. Since the seller is just selling the board, (s)he shouldn't find it hard to look at the CPU and read off the speed from there. If this person doesn't do that for you, I'd say bag it and look for another board - you want to know what you are getting, after all! As for G3 Kangas, word is that the upgrade is easy-as-pie. The boards should be 100% compatible (ignoring any CardBus upgrades done to one and not the other). HTH!
