Atari floppies are actually in (M)FM encoding, so there is hope, but it
depends on the type of floppy. Atari SD (formatted with an 810) are kind of
difficult to read, and naturally most are in that type of format. However,
if you have exceptional luck and a PC with a 5.25" drive, you can try
Anadisk/Deana to read these.

SS/DD (not 1050 "enhanced density") seem to be easier to read, and you can
get some idea how to do it here:

Finally, SS/ED, that weird not-quite-double-density mode of the 1050, is
the most difficult of all to read, although some people have had a little
luck with Anadisk/Deana (at least some of the data comes off anyway).
The unfortunate thing is that all of these approaches need access to a
*real* PC with a real 5.25" floppy drive (hard to do in this day and age;
I had to scrounge around for the 5.25" in my workhorse PC), but it is
possible. Hope this helps some.
