No. The 1400 does IRTalk only. The G4 does IrDA only. The two do not communicate with each other via infrared. PowerBooks 2400 through Wallstreet do both protocols, however. <http://docs.info.apple.com/article.html?artnum=20928> Besides, infrared is slow, prone to interruption, finicky, and generally a poor choice for transferring large amounts of data, especially when you are rushed. Trust me, ethernet is by far the superior transfer mechanism. You could always revert back to a sneaker net of some sort....
