Hmm.  I think he's talking about files that are "in use," not files 
that are locked.  When a file that is in use by an application, the 
system, or something else (or when an app forgot to close access to 
the file) and you try to delete it, the Finder tells you that the 
file is in use and cannot be deleted.  It doesn't matter if you hold 
down option or not - the file isn't locked.

Usually the system forgets about files that are in use when you 
restart.  This is a pretty odd and rare occurrence, but it does 
happen (it's happened to me a few times, as I mentioned) - usually as 
the result of a crash during a file-write or something.  Rebuilding 
the desktop database has fixed this problem for me in the past (I 
think, it's been a while).  You might be able to fix it using 
ResEdit, too (verify resource fork, or change the flags in the file's 
info).

Heck you might even try an AppleScript:

>tell application "Finder"
>  close access file <The_Path_To_The_Offending_File>
>end tell

But that probably wouldn't help. ;-)

In any case, the issue is moot, since the original poster decided to 
simply wipe and reinitialize the drive.  That would certainly fix the 
problem!
