It is the Macintosh PowerBook 45W Power >adapter.
Try removing the battery and pressing start. Some earlier models of PB have an internal fuse that when blown does something like this. Um, how is your power supply running a batter charger for the 140/170. The Apple charger I have takes the same power connector that the PB 140/170 takes. The PB 5300 uses a smaller connector.
