I'm a little late in the thread, but the short answer to the original question is...
-- No, not if you want to web surf the way anyone in 2003 would read the term. It's
way too slow.
-- Yes, if you want a really inexpensive laptop with a great keyboard for word
processing, email, and limited text-only web surfing (see WannaBe for non-forms
browsing and MacLynx for sites that require cookies & forms, etc) that can go
wireless. Especially if you have an old-style StyleWriter or ImageWriter printer.
For < $100, I'd say the 117 is a great little machine for the second ("Yes") option,
though I'm having some trouble getting it apart to replace the internal battery.
