Whoah cowboy! The PB 190 is a 68K processer machine. I think OS 7.6.1 is your upper limit. The PB 5300 is pretty much a PB 190 with:
The 190 can run OS 8. OS 8 is supported on all 68040 (and 68LC040) Macs, including the 190. I run OS 8 on a Quadra 630 and love it. You're probably thinking of 68030 based Macs which can only run up to OS 7.6.1.

It is, but it is dog slow. You still need to utilize file sharing settings... better to just a get a ethernet pc card and do a full network connection
I concur. It is very slow, but it works. In a pinch, it's a nice feature to have.
If you plan on doing a lot of backups, and your 190 has a disk smaller than 4 GB, I'd strongly suggest picking up a SCSI adapter and cable so you can use SCSI Disk Mode.
For any regular file transfers, ethernet is the way to go. If you've got a disk larger than 4 GB, ethernet is the ONLY viable way to go.
