Like the other person suggested, try to find a universal Mac OS 8 install CD to do that with. I presume this is a stock 540c that's still '040 powered. You might be able to use a PPC-specific CD if your 540 has a PPC upgrade installed. In fact, if you do have one, you might as well hack 8.6 on there. It works fine from what I've heard.
