Well, I'm certain it was introduced in AirPort 2.0 on OS 9 (as that's what I'm running right now), and I think it was probably in AirPort 1.3. I don't know about earlier versions, but I suspect it has been around from the start.
If this question is really about OS X and your iMac, you should probably put it on the G-List. I can't speak for everyone here, but I'm sure lots of the listers are like me - I don't run OS X anywhere, so my OS X experience is vicarious only. And not one of the PowerBooks covered by this email list runs OS X (as a supported installation, anyway).
If Software Base Station isn't in AirPort 3 (or whatever the current version is), then I'm _certain_ there's an alternative. There should be plenty of software based routers for 'nix that will work on OS X with an AirPort card. But that question definitely shouldn't be on this list.
