It may be as simple as the button doesn't work anymore.  Try using the
control panel, I think it can control the brightness too.
     

But I can't see the control panel.  Are there keyboard accelerators?
Where might I find them? I have downloaded the user manual, and can't
find any help there.
   

I have a house full of computers and displays, but the laptop is just 
the basic 190cs with 8MB.  No video adapter board.
