I'm not advocating it, and don't want to get into an ethical debate, I'm
just interested why it would be illegal in USA when it would be the
receiving country that was being defrauded, if anyone was.
Look it up on the federal customs and usps sites. Fraud is fraud.
Intentionally giving fraudulant information on a customs form is
illegal.
AND if the package is insured, you can add insurance fraud to the list.
