This is typically because you don't have the right drivers for the modem; they used to be unearthable from Gobal Village's site <http:// modems.globalvillage.com/support/powerport-mercury-5xx.html>

Their ftp site is here: <ftp://ftp.globalvillage.com/pub/software/mac/ > there are a number of PowerPort 500 things there, one or more of them is the driver.
