Next thing I would do is reduce the ram to minimum necessary to run tests, 32 mb should do it. Then I would disconnect all scsi devices except SCSI 0.0 and boot. The symptoms presently indicate a scsi termination issue, most likely with the 16x cd-rom. Also, ram conflicts can cause all sorts of weird problems. So, you may have more than one problem, which is tough to diagnose which is why the advice to retreat back to bare essentials and add components one by one.
