I confess that I am starting a guessing game, not having installed a DVD-ROM
drive before. I'm not aware of the need for a DVD card just for basic
functioning; I thought they were intended just for adding features. (I will
be corrected if mistaken, I hope.)

Failing that, maybe it's an extensions conflict. You could try creating an
extension set in Extensions Manager that uses only the Mac OS 9.1 Base set,
making sure that the Apple CD/DVD driver is included, and restarting with
that set. (One assumes that Apple's own CD/DVD extension wouldn't conflict
with other Apple extensions.) If that works, you could try classic extension
conflict resolution (identifying the offending extensions, perhaps changing
the name of the CD/DVD extension so it loads first or last, etc.).
