The CD drive on the PowerBase 240 is a SCSI drive (newer Mac's have gone to IDE). Any problems with the SCSI bus will hang most PC's (Windows or Mac) I suspect it is because the SCSI interface demands so much attention from the CPU. I suspect the drive itself is the problem, do you have anything plugged into the external SCSI port on the back of the machine? If so SCSI termination and device ID's may be the issue. I recently did a fresh install of OS 8.1 on one drive and OS 9.2 on another and found the stock CD did not work at all, this was because the standard SCSI CD drivers only support the apple CD ROM drive, I had to install some 3rd party drivers (in the extensions folder) to get the machine to see the CD's at all. You may have a corrupted CD-ROM driver, I don't know what one was supplied with the PowerBase originally but I used an APS driver I got when I purchased an APS drive for one of my older Macs years ago.
