You could try launching the SpamSieve application manually by double- 
clicking it in the Finder.

Also, make sure that you replaced the old version of SpamSieve with  
the new one. There may be problems if the old version is sitting in  
the trash or elsewhere on your drive.

Lastly, you could try quitting PowerMail and deleting the folder:

     /Users/<username>/Library/Application Support/PowerMail

The SpamSieve manual is built into the SpamSieve application (in the  
Help menu). If you cannot access the built-in manual, then your  
SpamSieve application is probably damaged and you should download  
the .dmg file again.
