Here is a screenshot from the Carbon (Mac OS X) PowerMail v4.2.1. <http://www.offbalance.com/other/pmshot.jpg> The "File In" pop-up dialog is located on the upper-right of an opened email. I circled it in red. You'll notice underneath is the three-pane window view of PowerMail (which does not have this pop-up selector, although you can't quite see that).
