If you type "jack" in the recipient field, and you have in your address
book or address history both people with a first name that starts with
"jack", and others with a last name that starts with "jack", this pref
let you choose which ones you want to appear first on the completion
popup list. Nothing else.

There are two different settings: displaying and parsing.
These two settings are used when a contact is added to the address book,
or to the address history. They don't modify existing contacts.
- displaying: when you add a contact to your adress book, the "display
name" is set, by default, to "first last" or "last first".
- parsing: when the sender or recipient of a message is added to the
address book or to the address history, it's full name is parsed to
extract it's first name and last name, using this preference.
