Hmmmmm.... I need to stop trying to do three things at once. 

Ok, here is one solution (although not the ideal one).

1) create filter (don't mark it)
2) open the mail filters window when you want to manually run the filters
3) mark incoming (or outgoing depending on how you want it applied)
4) save filter changes
5) run filter
6) open filter window
7) disable filter
8) save filter changes

Nope, it isn't perfect, but it will work.

The other option is to use AppleScript to build it. I tried one test and
it failed to work, which was to run the filter via AppleScript. I suspect
this failed since it wasn't tagged to run on incoming or outgoing messages.
