I created a filter for the purpose of applying manually to a bunch of
emails.  I.e., I don't want to apply the filter to incoming or outgoing email.

However, when I select some emails, the filter doesn't show up in the
list in the Mail->Perform Filter menu.  How come?  I would think that all
filters would show up here.  Seems like an arbitrary restriction.
