Yes, I know of this problem, but how likely is it that:

A: many messages from many accounts display the problem
B: Other clients can download the same material and don't have the problem

This is not necessary. I can delete messages with PowerMail. However, the
problem may return later.

In total I got 5 copies of the welcome message to PowerMail Discuss. It
seems to have stopped now, however. The new mailbox had not been touched
by PM 3.1.3, not even once.
