Well, I fired up 4.1.2, created a new account at hotpop and the welcome message have already come twice.
I suppose a certain person now will say that upgrading to 4.1.3 will solve this problem. I will upgrade, but patiently ask for more useful suggestions. Remember that the problem already have been displayed on several accounts and that filters are offline. So it ain't hotpop. "retrieve messages left on server" is not checked either.
