Well, this may not be a very reliable clue, because it's based on a
feedback comment I saw recently on versiontracker.com, and I can't even
remember which app it was commenting on! However:

Apparantly there's a bug in the Carbon implementation of Services, which
causes this problem in Carbon apps when the number of Services reaches
some critical point. If you have some other Carbon app, such as BBEdit
(full or Lite) you could check if it's also missing its Services.

The other possible cause is WordService, which has been discussed here in
the past. In my case, WordService just disables all Services globally,
but I think people have seen a variety of behaviours with it.
